HIP HIP Hooray… Home Information Packs take a back-step
|
The Government’s introduction of the controversial Home Information Packs (HIPs) has now been pushed back until 1st August and will initially only affect 4 bedroom houses and larger.
|
The new legal requirement for the packs has created a great deal of confusion for both property owners and the industry as a whole over recent months. Initially the Government required that HIPS would need to include Home Condition Reports. |
These are now optional but energy efficiency reports remain mandatory – despite their being only 520 fully trained energy assessors nationwide!
Unsurprisingly, The Law Society deemed the situation "A complete shambles" after a government ruling in mid-May deciding that the packs should be ‘phased in’. The Law Society argued that for.the time being it was worth delaying the introduction of the packs rather than launching them.without the energy certificate and that the two-month delay would allow more time for energy assessors to be trained.
The last minute turn-around has left many home owners very frustrated having put their homes on the market early to avoid the cost of providing a HIP.
